国务院新闻办公室近日发布《关于中美经贸摩擦的事实与中方立场》白皮书，旨在澄清中美经贸关系事实，阐明中国对中美经贸摩擦的政策立场，推动问题合理解决。
国务院新闻办25日召开的新闻发布会上，来自商务部、国家发展改革委、工业和信息化部、财政部、国家知识产权局以及国务院新闻办的相关负责人，对中美经贸摩擦相关热点问题作出回应。
中美经贸往来美国吃亏了吗？
美国国内一些人声称，中国进行不公平竞争，导致美对华货物贸易出现巨额逆差，让美国吃了亏。商务部国际贸易谈判代表兼副部长傅自应回应说，这一说法与事实不符、站不住脚，完全是一种误导。
贸易差额只是交易量之差，而不是盈亏多少。美国是否吃亏，企业和消费者最有发言权。
傅自应认为，从生产看，中美两国处在全球产业链、价值链的不同位置。中国企业更多是赚取加工费，而美国企业从设计、零部件供应、营销等环节获益巨大。
从消费看，质优价优的中国商品走进美国千家万户，丰富了美国消费市场，增加了美国消费者福祉。
白皮书数据显示，2015年美资企业在华销售额高达4814亿美元，远高于中资企业在美256亿美元的销售额。
“总体看，美方在双边贸易中获利更大。美企业在中美经贸合作中获得的利润远超中国企业。”傅自应说，贸易顺差反映在中国，但“利益顺差”在美国。
贸易竞争力根本上是产业竞争力。美国在汽车、飞机、农产品、服务业等优势产业对华保持大顺差。据介绍，2017年中国自美进口汽车131亿美元，对美出口汽车14亿美元，美对华农产品贸易顺差达164亿美元，美对华服务贸易顺差超过540亿美元。
此外，中美贸易不平衡还与美对华出口管制有关。美有关机构分析，如果放宽民用高技术产品对华出口限制，美对华贸易逆差可减少35%左右。
“中方愿努力推动双边贸易向更加平衡的方向发展，希望美方也能展现积极姿态。”傅自应说。

"Overall, the US side is more profitable in bilateral trade. The profits of US companies in Sino-US economic and trade cooperation far exceed those of Chinese companies." Fu Ziying said that the trade surplus is reflected in China, but the "interests of interest" is in the United States.
Trade competitiveness is fundamentally industrial competitiveness. The United States maintains a large surplus with China in advantageous industries such as automobiles, aircraft, agricultural products and service industries. According to reports, in 2017, China imported 13.1 billion U.S. dollars from the United States and 1.4 billion U.S. dollars to the United States. The trade surplus of U.S. agricultural products reached US$16.4 billion, and the US trade surplus with China exceeded US$54 billion.
In addition, the trade imbalance between China and the United States is also related to US export control to China. The relevant US agencies analyzed that if the export restrictions on civilian high-tech products are relaxed, the US trade deficit with China can be reduced by about 35%.
