I believe most of the taiwan straits is under taiwan jurisdiction.
 
US navy personnel are poor seamen. I can still remember the USS Fitzgerald's collision with a merchant ship. Seven American sailors died. Criminal charges against the commander were later dropped and he was allowed to retire.

Sounds like merchant ship's fault. I dunno about then, but nowadays, merchant ship officers, if they are not philippinos, its probably ceca.
