very easy. u.s. have means to stealthily sabotage military installations on shoals leaving them uninhabitable. don't need to chase tiongs away actively. just sit and wait, and tiongs will run back to mainland with tails in their rear. and the whole world will be laughing their arses off. and it will be back to business as usual.
