By the late 70s to mid 80s, even UK and France seemed to agree that USA and USSR were going mad (ironically also acronym for Mutually Assured Destruction).

UK and France seemed to settle on about 200 to 300 nukes each, well enough to blow up the whole of Europe up to Siberia. UK have always maintained a so-called special relation with USA, but France didn't want to be involved with USA anymore.

USA position was and is, must have enough nukes to blow up the whole world. USSR, now Russia, insist must must more nukes than USA.

China, must have enough nukes to blow up Korean peninsula, Taiwan and Japan, and maybe spare some for Vietnam. North Korea join the game even better.

India and Pakistan must have nukes to blow each other up. Israel just want to make sure if they go down in flames, the Arab world is blown up in nukes.

If a modern nuke lands in Singapore, Johor and Riau would also become wastelands. Better to own some than to get hit by some.
