Seems like these people get off lightly when it comes to crime (in no particular order):

1) Conmen who could afford good (well-connected) lawyers e.g. Kong Hee
2) FTs
3) University students who have 'high potential'
4) Sex offenders (no national sex offenders registry)
5) Well-connected PAP cronies (refer to AMK town council)
