Here it is.
16 millions tourists
8 millions PR dependents
24 millions extra humans per year.
Average water consumption per person per day 100 gals.
24,000,000 ÷ 365 = 65,753 x 100

We need 6.5 million gals per day.
So to cater them we need to build new water making plant and in order to finance it, the citizens of Singapore must be taxed 30%.
Is this as clear as new water?
 
There are several months that our reservoirs have to open the dams to release excess water.

It is only fair that we get 30% discount on wet months and citizens and corporations should be encouraged to embark on massive spring cleaning during these months.
