Why people like to demand so much from victim of crimes? Must be kind, cannot get angry, cannot hurl vulgarities while criminals can be cruel dogs?

Why victims of crimes have to behave like civilized humans while criminals are allowed to behave like SAVAGES barbarian dogs?
