Why no cleaner campaign for by election when there's a seat empty

Last time, there was a cleaner Vellama D/O Marie Muthu, who was represented by supposedly insane M Ravi to get PM to issue by election anytime there is a seat empty in a constituency. Obviously, there is one seat empty now in you know what GRC.

Why no one, no cleaner dare step forward?
