Seems like as long as you just know how to fondle a pair of testicles, you are considered a qualified person to open a massage shop in Singapore.

Most massage shops are opened and run by PRCs.
Is the garment closing an eye becos they have granted more PRs to these PRCs and our job market cannot sustain hiring more workers? Not enough jobs for LOCALS want to anyhow grant PR.
