有律師指,撒錢的人行為有可能屬於擾亂公眾秩序,違反公安條例。謝偉俊指,如撒錢的人表明是「派錢」,相信拾錢的市民不會犯法。

深水埗有人掟錢落街引來途人瘋搶爭奪。現場為福華街一五五號一幢八層高唐樓,設有大閘,附近是港鐵站和黃金電腦商場,人潮極旺。昨午近二時,有人登上唐樓天台分五、六次向街外掟下一疊疊百元紙幣,一時間天降「紅衫雨」,路過者發現屬真鈔,瘋狂搶奪。
現場消息稱,在十多分鐘掟錢過程的首輪,以百元紙幣為主,當中或夾雜少量千元鈔票,拾錢者高聲叫嚷,鈔票紛紛撒落街頭、港鐵站出入口上蓋頂或唐樓簷篷,且不時隨風吹掉下,執錢巿民只顧瘋搶,有人不顧安全衝出馬路,有母親推着的嬰兒車被撞開,嚇煞車內的嬰孩,幸未有翻車跌出,有見義勇為男子大罵:「BB嚟㗎,執錢係咪咁重要呀?」
警方接獲巿民報案後增援到場維持秩序,封鎖現場及登樓協助檢回金錢,並勸喻巿民勿再檢拾及收回市民檢獲的鈔票,其中一名菲律賓女途人拾得一張百元鈔票,最終被警員發現,要她交出,菲女「得而復失」。入夜後,警方共檢獲總值五千元的百元紙幣,現仍未掌握實際金額,估計有十多二十萬元。警方暫列在公眾地方行為不檢,交深水埗警區刑事調查隊跟進。
天降橫財前一刻,綽號「幣少爺」的黃鉦傑,駕駛「狂牛」到現場及作facebook直播,未幾即發生高空掟錢事件,有人認為是黃事先張揚的傑作,但黃昨晚在其西貢豪宅(見圖),向記者否認是他派錢,辯稱別人派錢前,自己剛經過深水埗,又指:「個神秘人都幾好野,搞到大家開心咗一日。」警方正調查事件是否與他或相識者有關。
由於派錢過程中引起不少混亂,身兼深水埗區議員的立法會議員鄭泳舜表示,已第一時間聯絡警方處理及維持秩序。他又指,該處行人眾多、地方狹窄,不少車輛進出,部分鈔票被撒在大廈簷蓬及馬路上,擔心市民為執拾引起危險。他批評掟錢者罔顧公眾安全,引起現場混亂,予以譴責,並希望警方徹查事件。
民建聯立法會議員蔣麗芸認為,有關掟錢行為引起市民瘋狂爭搶,雖無人受傷,但已產生混亂,她要求警方跟進及調查有關金錢是否合法所得,並跟進巿民拾獲金錢是否有違法之嫌。

【星島日報報道】警方表示,一名24歲黃姓男子,涉嫌策劃昨日的「派錢」事件,在公眾地方擾亂秩序被捕,並指目前已檢獲約60張100元紙幣,將進一步調查其目的及意圖。警方其後到場拍攝取證,亦有自稱車主取文件想上車取車。在晚上約8時,「幣少爺」被鎖上手銬,由警員押返現場搜查其跑車,警方又撿走車cam及行車證。該跑車於晚上近9時,被自行拖走。其後,警方將幣少押回其西貢寓所搜屋,並撿走一套衣服。
深水埗警區刑事調查隊總督察莊翹偉表示,昨日下午,有人在深水埗福榮街153號大廈天台投下大量100元紙幣,令不少市民聚集,導致情況混亂,亦阻礙交通。莊翹偉續指,今日下午近4時,在深水埗福榮街及南昌街交界,拘捕一名24歲黃姓男子,涉嫌策劃昨日的事件,在公眾地方擾亂秩序被捕。他又指,仍未知昨日所投下的實際金額,但目前已檢獲約60張100元紙幣,其金額有機會增加,亦不排除會有更多人被捕。
莊翹偉又指,其目的及意圖是主要的調查方向,並會從其公開媒體及其他公開資料作搜證,以調查行為原因。他亦指,警方亦會調查市民是否牽涉性質。他強調,有人在公眾地方作違法事時,警方必須執法。

A man said to have tossed cash from the top of a building in Hong Kong, sparking a frenzy, was arrested on Sunday (Dec 16), reports said.

Wong Ching-kit, who is also known as "Coin Young Master", live-streamed his arrest on Facebook.

On Sunday afternoon, the 24-year-old arrived in Sham Shui Po in a Lamborghini sports car holding a stack of HK$500 bills, Ming Pao reported.

Police officers detained him when he started to distribute the cash, the Hong Kong paper said.

Wong had earlier announced that he would be handing out meal coupons outside a restaurant on Sunday.

Videos capturing Saturday's stunt show a crowd of hundreds scrambling for the HK$100 (US$13) notes as they rained down on Fuk Wa Street in Sham Shui Po.

"I wonder if any of you believe money could fall from the sky?" he said during a Facebook live-stream, before the camera panned to the top of a nearby building which saw flurries of bills flying down like confetti.

Wong said in a Facebook post that he wanted to "help the poor by robbing the rich".

Police said he was arrested for "disorderly conduct in a public place" and have asked members of the public to hand over the notes they picked up.

The police added that they had recovered about HK$6,000 in HK$100 bills.

Wong is believed to be the owner of Coin's Group and to be behind Facebook page Epoch Cryptocurrency.

Cryptocurrency has been huge source of wealth for some in recent years, and 2017 saw the meteoric rise of hundreds of virtual currencies led by bitcoin.

However, the unit has slumped from US$20,000 at the end of 2017 to around US$3,235 currently.

People walking along Fuk Wa Street in Sham Shui Po, Hong Kong, witnessed the baffling sight of banknotes floating down on Saturday afternoon.
Videos posted online suggest that the notes were thrown from the roof of the building.
Passers-by can be seen eagerly grabbing the notes, with some climbing on to the roof of the subway exit to pick up the banknotes.
Photos on social media show that the notes were of the HK$100 (S$17.60) denomination.

One Facebook user appeared to have picked up at least six notes.

Police who were called to the scene told people not to pick up the money, the South China Morning Post (SCMP) reported.
Officers collected around HK$5,000 and no one was arrested, according to the report.
A live video on the Facebook page of Epoch Cryptocurrency that began at 2.42pm showed a man dressed in a black hoodie saying in Cantonese: "I hope everyone here will pay attention to this important event... (I) don't know whether any of you will believe money can fall from the sky."
The man is believed to be the owner of Epoch Cryptocurrency, a Facebook page that promotes cryptocurrency.

The man is widely known online as "Coin Young Master" and his real name is Wong Ching-kit, reported SCMP.
Bowen Press said the man is a 24-year-old, who refuted claims that he was behind the incident when interviewed at his home.
The police are trying to locate the person behind the stunt, said SCMP.

Cryptocurrency promoter turns up in Kowloon neighbourhood for another stunt on Sunday but is detained as soon as he steps out of luxury car
A Hong Kong man was arrested on Sunday in connection with an incident a day earlier in which at least HK$6,000 (US$769) in banknotes was tossed from the top of a building in the city's poorest district.

Police detained the suspect in Sham Shui Po at 4pm as he stepped out of a luxury car in preparation for another stunt.

On Saturday video footage filled social media showing bundles of hundred dollar bills raining from a building in the Kowloon neighbourhood while a frenzied crowd tried to lay their hands on the money.

The incident was preceded moments earlier by a man stepping out of an expensive car and asking onlookers if they believed money could fall from the sky.
The stunt was said to be connected to a cryptocurrency the man had been promoting.

The name of the suspect was confirmed during the arrest as Wong Ching-kit.
Wong, 24, broadcast live on Facebook officers detaining him inside the back of a police van.
"Mr Wong Ching-kit, you have been arrested," a policeman is heard saying in the clip.
The officer did not give a reason for the arrest.
News footage showed Wong was detained while holding a block of banknotes.
Wong announced on Saturday that he would be handing out meal coupons outside a restaurant in Sham Shui Po at 4pm on Sunday, but was detained before doing so.
He was taken to a police station in Sham Shui Po, according to the Facebook Live video.
"I was arrested by the Criminal Investigation Division," Wong says to the camera with a smile.
He then stops filming after police tell him he could face an extra charge of obstructing officers carrying out their duties.

On Sunday evening, Chief Inspector Kevin Chong Kiu-wai said Wong was arrested for disorderly conduct in a public place.
Chong said police believed Wong was behind the stunt on Saturday, adding that more arrests could be made.
"This incident could have been concocted by more than one person," Chong said.
He also said police were not sure how much money was scattered on Saturday.
"We don't have the exact figure … police seized around 60 HK$100 bills," Chong said.
Asked if those who picked up money could have broken the law, Chong said: "I cannot say if they had broken the law or not, it will be one line of the police's inquiry."
He said members of the public should hand over found property to police, or risk breaking the law.
A search of company records showed Wong owns a firm called Coin's Group.
He is also behind a Facebook page that promotes investment in cryptocurrencies.
Though many grabbed the money that fell from the sky on Saturday, they were soon told by police to hand it over.
A source inside the force said the bills appeared genuine.
