You give me another ideas.
Install sensor at goal post to detect the ball. Inside the ball have a transmitter.
When ball cross the goal post. The loud speaker GOAL GOAL GOAL.

Just spend 5 seconds looking at the replay to see whether the ball crossed the line.
It's a question of fact, not judgement.
For other things like offside, penalty, yellow card, red card, etc, let the ref decide.
