When a business man makes an investment he will take precautions like having a contract to ensure compliance, getting insurance, .. etc
The fact that many are running away with impunity after getting a FREE education shows that the PAP is gambling with public funds.

What rubbish. When you invest in a start up, no insurance company under the sun is going to insure you for losses. If the company goes under, you lose your money.
