Why does PM Lee appear to be promoting LKY's memoirs?

I gather from a report in ST 21/11 that PM Lee shall be attending an event in Sao Paulo, Brazil, to commerate LKY's memoirs being published in Portuguese.

Now assuming PM Lee is attending the above event in his capacity as PM, why is there a need to do such a thing since LKY's memoirs is published in LKY's private personal capacity (I stand corrected on this one)?

Memoirs of a hamkarchan. Simple. Hide behind father's skirts to do business. Latin America famous for corruption. I am sure the the latinos understand guanxi very well.
