why chinese & korean put surname first while japanese put first name first?

Japanese put their surnames first when writing their names in kanji. For example:

- 金城 (Kaneshiro) 武 (Takeshi)
- 黒澤 (Kurosawa) 明 (Akira)

When they write their names in Latin characters, they put the surname last in accordance with Western convention, a practice that started with the Meiji Restoration.
