why chinese & korean put surname first while japanese put first name first?

i asked the japanese international assignee at my office just now but she also can't give me an answer
 
Japanese put their surnames first when writing their names in kanji. For example:

- 金城 (Kaneshiro) 武 (Takeshi)
- 黒澤 (Kurosawa) 明 (Akira)

When they write their names in Latin characters, they put the surname last in accordance with Western convention, a practice that started with the Meiji Restoration.
