林某炜、李某源、王某荣、周某培4人的行为违反了《中华人民共和国兵役法》，已构成拒服兵役违法行为，在军队和地方造成了不良影响。依据《中华人民共和国兵役法》第十一章第六十六条、《福建省征兵工作条例》第六章第三十四条等法律法规规定，经研究，决定依法追究林某炜、李某源、王某荣、周某培法律责任，并作出如下处罚：
1.处罚款人民币五万元整;
2.三年内不得录(聘)用为机关、团体、事业单位和国有企业职工;
3.三年内公安机关不得为其办理出国出境手续,户籍信息系统“兵役状况”栏注明“拒服兵役”;
4.三年内教育部门不得为其办理升学手续。
据悉，从今年一月至今，宁德市已有8人因拒服兵役被重罚。今年1月份，宁德福安市两名“95后”青年入伍后因怕苦怕累，无正当理由强烈拒绝服兵役，被部队退回原籍。福安市人民政府征兵工作领导小组对该两名青年做出“处以一次性经济罚款3万元”等6项处罚。
