The F-16 and F-35 also require air refueling to safely return home, they don't have large number of refueling jets for the entire fleets so who make up the number?

The IDF probably did not plan for the need for a dozen tankers, may be because 20 years ago, the IDF did not forsee the need to launch a long range attack on Iran.
