Once the China workers build these and hopefully transfer of know how, the rest, locals can build themselves.

The debt part is China taking the risk. If africa refuse to pay, what can China do?

They will take over the access to the assets. It will continue to build and they will be the only one inside the country to use the assets.

I'm sure the African counterparts cannot say anything. I'm sure the army cannot do anything.
