If 11-13yo, they need guardians to support and raise them with lots of care ... if 18-19yo then they can either get a job earn a living to support one another or cohabit/marry their boyfriends to start their own life.

Their mother and stepfather probably can also help to house and raise them too unless the mother scare the stepfather potong and make them all convert into big family.
