The story of Dr Baey Lian Peck should be well known, but it is not. Not even among Singaporeans, and especially not among the young. The innovativeness of Dr Baey did not only make him a very wealthy man before he was forty, it also made him an indispensable actor in the implementation of urgently constructed national policies.

Political leaders such as Dr Toh Chin Chye, Lim Kim San, Chua Sian Chin and Dr Goh Keng Swee picked him to solve pressing problems such as skyrocketing inflation in the early 1970s, the crisis in prisoner ward in the late 1970s, and the drug addiction epidemic in that same latter period. His one condition for taking on public positions was that he should not be paid. It was exactly this independent trait that made him so highly effective. This book tells his amazing life story, taking us into a surprising world where the qualities that make a good entrepreneur are exactly what make a good public servant … as long as he remains unbound by the bureaucracy.

Really never heard about this guy leh. Genuine brilliant technocrat or just another PAP apparatchik ala Failip yeo? Is his story really worth my time reading? Any old timers here got insights about him?

The company became a prime supplier to the US Air Force with urgently required pre-fabricated buildings, engineering products and consumables. Dr. Baey soon bought over all the shares of the company when his partner left for Thailand to set up another company.[/FONT]

In the mid-nineteen seventies, Dr. Baey relinquished his executive position to take up offices with the Government and the Trade Union. He was appointed Chairman of The Singapore Metrication Board, a division of the Ministry of Science & Technology from 1971 to 1981 that was set up to convert Singapore from the British Imperial System of Weights and Measures to the Metric System, The Singapore Corporation of Rehabilitative Enterprises, a Statutory Board engaged in the rehabilitation of prison inmates from 1965 to 1987 and The Advisory Committee on the Treatment and Rehabilitation of Drug Addicts from 1977 to 1988 under the Ministry of Home Affairs. He was concurrently President of The Singapore Anti-Narcotics Association from 1977 to 1996 and Founding Chairman and Chief Executive of NTUC Welcome Consumers Co-operative from 1973 to 1982 (now known as NTUC Fair-Price Co-operative Ltd). Served two terms as President of The International Federation of Non-Government Organization (IFNGO) in 1983/1984 and 1990/1991. He was also a member of The Singapore Housing & Development (HDB) from 1969 to 1978 and Honarary Chairman of The National St. John Ambulance Council of Singapore from 1992 to 1998.

For his contributions to the Nation, Dr. Baey was appointed Justice of The Peace in 1979, awarded The Public Service Star in 1974 and The Public Service Star (Bar) in 1996. Decorated with The Order of St. John by the Queen of England, he is also a recipient of Friends of Labour from the Singapore National Trade Union Congress in 1984, National Anti-Dadah Association of Malaysia, Pemadam’s Medal of Honour for Most Exemplary Service (J.T.L.P) in 1996, The Singapore Anti-Narcotics Association Medal of Honour (Gold) in 1996 and Saint Martyr Trifon Order from His Holiness, Patriarch of Moscow and All Russia in 1999.

His eldest son, Henry Baey, a graduate in Commerce from the Washington & Lee University in Virginia. USA and who was the General Manager of our Brunei associate from 1985 took over as Group Chief Executive in September 1991. An old boy of Anglo-Chinese School and Hwa Chong Junior College, Henry had set up the Venture and Rover Scout units at Hwa Chong in 1975 and was a recipient of the President’s Scout Award. At Washington & Lee University, he set up the International Club and the International House and was awarded the Omicron Delta Kappa or “ODK” in recognition of his leadership qualities.

Since its incorporation in 1966 the company has grown into a multi-national conglomerate with operations in Brunei, Indonesia, The Philippines and Malaysia engaged in the production and distribution of Oilfield and Chemical products such as “Americote” corrosion resistant industrial fasteners, “Americhem” industrial and water treatment chemicals and “Ameripad” corrosion resistant saddles for pipelines protection. For special projects, the company had also set up offices in Thailand, China, Japan, Germany and Russia.
