Where can I make Official complaint about civil servant?

There was this civil servant whom I need to work with has a problem. I was working on some system and he rubbed his cock against my back?I really want to be mean this time as I have put up with lots of unnecessary nonsense,better still,to shame his family as well.I believe no one have been subjected to the insult I have to endure. I have also observed that some civil servants behave like they are more superior than others and hence abusing their power. I have no evidence but I am collecting so that one day I am going to post them on the internet.
