Also the new cheap Sigma lifts keep breaking down and they're hot, stuffy and noisy inside. Couldn't even be generous enough to install a Fujitec or Schindler lift. No wonder town councils had the money to punt on minibonds.

Not really, these upgradings serve as 'carrots' to entice the residents. Also, the construction jobs provide income opportunity to the various cronies. Right now it is the Home Improvement Program.
