Mothership reader said that the photo was taken at around 9am today (Apr. 13), outside Block 338, Ang Mo Kio Avenue 1.

The contributor said that she saw him standing and eating there with his drink.

She added that it is "sad" that the circuit breaker measures have resulted in this. However, it is unclear why the man decided to eat his food there.
Safe distancing and eating within hawker centres
With the circuit breaker measures kicking in, many people have been fined for violating safe distancing measures by eating inside hawker centres.
One man was issued a stern warning for eating at a hawker centre at Blk 89 Redhill Close.
While such circuit breaker measures are intended to keep people in their homes, the policies have affected different segments of the population differently, such as delivery personnel and taxi drivers.
Some of them were spotted eating by the roadside or inside their cars as a result of the safe distancing measure.
Delivery riders and taxi drivers can eat in cars or public spaces
In an update
on Apr. 11, the Ministry of Health (MOH) clarified that delivery riders and drivers should have their meals at home.
However, if such an option is not practical, they can eat in their vehicles, or in public spaces such as void decks and park benches.
They also have to
observe the following while eating:
- Dine alone and keep a distance of at least one metre from another individual.
- Dine quickly and leave the public space in a clean state after they have consumed their meals.
- Carry identification to indicate their employment status as essential service and selected service workers, and provide the identification upon request by Safe Distancing Ambassadors, Enforcement Officers, and police officers.
Clarification on hawkers eating at tables
The National Environment Agency also recently clarified that stallholders are allowed to consume their meals at the table immediately in front of their stalls.
However, they can only dine alone and must keep a safe distance of at least one metre from other people.
Patrons waiting for their takeaway orders will also not be stopped from sitting down.
Patrons who are in vulnerable groups, including the elderly, are encouraged to seek assistance from other members in the same household or neighbours if they need to buy food from the hawker centre or market.
