An "archaic" rule that hawkers holding National Environment Agency (NEA) licences must apply in writing if they want to sell "restaurant type" dishes has been scrapped.

Environment and Water Resources Minister Vivian Balakrishnan made the announcement on Monday night in a Facebook post.

He had apparently seen hawker-stall holder Daniel Goh's Facebook post last Friday about the licensing requirement.

Mr Goh, 39, who runs craft-beer stall The Good Beer Company at Chinatown Complex, said a neighbour had just renewed his licence and spotted the odd condition that "in the case of a cooked food stall, no restaurant type of dishes shall be sold unless the licensee has been authorised to do so in writing by the Director-General of Public Health".

HDB owners are not allowed to keep big dogs but pet shops are allowed to keep big dogs in the tiny cages.

The reason for not wanting hawkerts to create 'restaurant' dishes is to keep food cost low for the lower 30 pc and not to stiffle creativity. Creativity always cost lots of money if there is demand - especially when mass production is not possible. This is counter-productive to govt's effort of introducing social enterprise to control cost.

  • Patrick Ching Toon GohI think we have to know the reason why that rule exist? Was it to prevent deep pocket restaurants from muscling out the hawkers who don't have the $$$ to rent or lease the hawker stalls.
    Looking at the "no rules" or restrictions for the so called retirement apartments launched recently, low income or savings retirees will be muscled out by those who can take long term loans to finance their purchases.

​Before Vivian makes a knee-jerk response and scrap the rule, did he consult the senior NEA officials who knew the history and rationale of this ruling? I think it is to prevent rich restaurant operators from grabbing up all the hawker stalls and then charging expensive prices for restaurant-type of food.

The rich restaurant operators will have found a cheaper place to operate, the poor hawkers will be squeezed out of a living, and the customers will find that their daily meals would be more expensive. Now, with the scraping of the rule, this scenario that the good, old government was trying to prevent may happen.

Just asking NEA to remove and that's it? The senior guy should be rapped for this, because such rules would have been read by him.

Poor EQ is a very serious matter at work, and the higher the rank the more serious it is. What if some policy implemented goes unnoticed by minister?
