The Singapore Government is planning new incentives and bonuses for employers who embrace fair and progressive employment practices.

Manpower Minister Lim Swee Say unveiled the Human Capital Partnership programme as part of the Tripartite Alliance of Fair and Progressive Employment Practices (TAFEP) 10th anniversary celebration on November 16.

Under the scheme, participating companies who can show a positive track record of building up the capabilities of the local workforce will be entitled to a helping hand from the Ministry of Manpower.

This will include fast-tracked applications for foreign worker permits, and a dedicated call centre hotline for further assistance as required.

Lim signalled this as a new approach to building up skills and talents within the local workforce, and also in the cooperation required between foreign talents and locals.

Where once these groups were developed in different spheres, Lim says they should be working together to improve the skillsets of locals and ensure they have access to more and better employment opportunities.

The new programme will be rolled out in the first half of 2017. Participating companies will be required to commit to building “a stronger Singapore core” within the workforce, including continual training and development of workers of all ages. They will also need to carefully select foreign staff that complement local workers, rather than substitute them, and proactively transfer their technical expertise on to local workers.
