I nominate Health Ministry, when a patient runs out of involuntary patience waiting for a proper bed to be free. Just as some companies do not upgrade their equipment for 10 years, the health ministry did not increase bed-count, let alone hospital-count.

Will Bargain Hen defend his CEO-wife against onslaughts by $8 Bhutan Khaw and wants to have all beds upturned to check for skeletons under the bed? And when his boss wants to conduct public inquiry?
