This morning on CNA news, Tharman said the constitution was changed to allow the budget to take from Temasek the proceeds of the reserves and his ministry has max out what is allowable.

Anyone has a recording of this morning news when he said it? The youtube channel of CNA does not have it.

I like to ask anyone who has knowledge what exactly Tharman is saying about changing the constitution and also about how come he mention Temasek when he is talking about the reserves. Is this where our Singapore reserves is parked?
