Examples
1. What if everybody abuses the CPF if we allow them to use for full medical check-ups or GP visits?
Justified so no CPF usage for medical check up or visiting GP.
2. What if they squandered their money if we released the CPF at 55 and they will be left with nothing for retirement?
Justified and the withdrawal age increased to 65 and later to 75
3. What if all the rich people chose to go to Class C and caused overcrowding in hospitals?
Justified and hence introduction of the Mean Testing.
There are many more instances and the justifications worked.
Now the real test.
There are 12 single wards and 15 GRCs in our electoral divisions.
What if all the 12 single wards are left vacant due to unforeseen circumstances?
