Mr Wong said: "When I first went to the ministry, he was already chairing a community on drug abuse. And if you recall in those days, we had about 8,000 addicts in our rehabilitation centre.
"Professor Ho chaired a committee which studied the various measures that are needed to deal with the drug problem, on rehabilitation, on enforcement, on legislation, and on community support."
He was commenting on Associate Professor Ho's announcement last Thursday that he will be retiring from politics at the end of this term.
Speaking on the sidelines of a community event, Mr Wong added that Assoc Prof Ho contributed in many other ways as well.
This included helping in building up the Home Team and dealing with youth crime.
"I always find him to be very dependable, whenever he is given a task, I can just leave it to him to get it done. He was a great help to me when we were working together, and I learnt a lot from him too as a result. He's very approachable, very easy to get along with person and also a very principled person," said Mr Wong.
