What does this mean for the police?

Quite close leh. It stands for Police Assistance Required. As long as no offence committed, this 'classification' covers almost everthing under the sun/moon.
GD, Got something like RTB/RTT (Refer to Boss/Refer to Top) and FMD (File Must Destroy)?

When will police classify as NOD and when as PAR, since no offense is evident.

Good question.

NOD is usually meant for cases that machiam got offence when the FIR (First Info Rpt) is received. For instance, based on First Info Report, a case may appear machiam theft in dwelling under section 380 of the Penal Code. Upon arrival and after preliminary investigation by the IO at scene, it was later ascertained that there was a misunderstanding or whatever. The IO will return to Charge Office with the pertinent statements recorded at scene and classify case as NOD.

In the case of PAR, the first info report will indicate quite clearly. For instance, snake found in house, collapse of tree or part of it on public road, dispute between two parties whereby no force, assault, verbal threat or criminal intimidation took place.

Got it. I deduce that for most situations, upon FIR at the police station, if no offense is evident, the report is classified NOD even without an IO getting involved in any investigation, as the policeman taking the FIR can classify the report as NOD, after consulting an IO. Meaning, the police report is NOD without any investigation to find out if any offense is committed.

No wonder the police is considered by most to be chobolan nowadays.
