He succeeds Mr Tan Yong Soon, 55, who will become Permanent Secretary (National Climate Change) in the Prime Minister's Office.

ok, climate change means:

political climate - gauging how many % of the population like the government, how many opposition members up and coming and in order to "fix" them...

Important department you know.

When election comes these two may suddenly became PAP candidates.

These roles are just temporary parking lots until this fellas can be offically rewarded with a permanent role in a GLC/PMO.

National Climate Change position in Singapore of only about 700 square km reporting to dear leader if it is raining in Changi or Tuas so that he can decide where to go for lunch ?

There goes our tax money.

Climate change department's job is to monitor freak once-in-50-years flooding.

Is he going to join a group of international astronauts to fly in space shuttle and look down at how the earth revolve against the climate in little red dot. Afterall, his pay justify all these complicated specialised mission or was it not? Most likey he just needs to sit in the PM ivory tower with a pair of binoculars and climax with effortless money going into his pocket.
