ALICE Lim, 56, came home one day in March to find red and yellow paint splashed all over her door, and her husband?s belongings and passport gone from their bedroom.

It was only then that she found out that her husband, Richard (not his real name), owed more than $150,000 to loansharks after chalking up debts in the past six months at the Resorts World casino. She is one of the increasing number of spouses whose husbands run away after losing and borrowing large amounts of money at the casinos. The Crime Library here says that they have been approached by 60 spouses this year - up from just 20 cases last year.



Two weeks too long for exclusion order?
SHOULD a temporary exclusion order be issued to problem gamblers?

That is the question posed by Madam Chia Guek Hong, who wrote to The Straits Times Forum last Friday, saying a lot of damage could be done during the two weeks it takes to process an exclusion order.

This is what some people apply for - from the National Council on Problem Gambling (NCPG) - in a bid to stamp out their family members' gambling problems.

Madam Chia wrote in to say that she recently found out that her 58-year-old husband had been borrowing money to gamble at the casinos, chalking up more than $17,000 in debt. She and her son applied for a family exclusion order.

'To my horror, I found out that the process takes two weeks. We can only pray that he will stop going to the casinos because, in the intervening days, he could pile up a lot of debt,' she wrote.

She suggested that a temporary exclusion order be issued to prevent further damage.

It was reported in January that Chinese men aged 30 to 50 make up the bulk of those excluded from the casinos, at their own request or that of their families.

Exclusion orders were introduced in April 2009, and the process initially took about six weeks to complete.

The families had to go through counselling and a social report had to be completed before a hearing date would be fixed and the order issued.

However, after extensive feedback, the process was modified last December and shortened to two weeks.

Under the current process, a counselling session is conducted by trained professionals just before the scheduled hearing.

A three-member Committee of Assessors, chaired by an NCPG council member and with professionals and grassroots leaders as members, assesses the application. Follow-up counselling will be provided where required or requested.

Humans have the capability of exercising something known as "free will". In case you don't understand what that means in this context, it's the ability to choose whether or not to partake in the activities that are available in the vicinity.

Each and every Singaporean has the ability to make a personal choice not to step into any of the casinos. If they choose to gamble, they have made their own personal decision and they have to face the consequences of their actions.

Nobody else is to blame for the decisions they make for themselves.

Addiction of anything is a terrible trait. Perfectly good people, asset to family and society have been destroyed. Their families decimated, lives ruined and eventually society suffers. It's poor will power. I can't be bothered by the addict but I feel sad to see innocent kids and spouses go thru hell. To see extended family members repeatedly bailing out the family is a another blight.

It is no surprise that gambling is a controlled activity in all countries that I know. For a small country to have not one but two casinos is a ticking time bomb. The fact that we even control Ah Long yet happily start casino tells how this country is sliding.

To see low income Singaporean families evicted from rental blocks to accommodate recently hired casino staff is a sin.

I understand perfectly where you're coming from but gambling is but one the many vices available to mankind. For those who choose a path of self destruction, alcohol has the same ability to destroy families. So too does prostitution and tobacco.

Conservative Islamic states use the same argument to impose the wearing of the burqa on the entire female population. Saudi Arabia forbids women from driving on the premise that giving them mobility creates opportunities for illicit behaviour.

Where do you draw the line?

There are two sided to the coin of almost every entity that mankind has ever created. Cars have transformed lives but cause more carnage since they arrived on the scene than the two world wars put together.

My motto has always been one of personal choice and personal responsibility. No govt should play a parenting role. Laws are created for those that cross the line and perform acts that bring harm to others. However, what they do to themselves is their own business.

It's a valid defence regardless of age above that where consent can be given. If it goes to trial, the evidence determines the outcome. Age of consent is a different issue altogether. 14 is old enough in some jurisdictions. In some African states, it's as low as 12. However, pedophilia can include the viewing of shocking images of children who are borderline infants. No defense can excuse such depravity.
