It added that subscribers who receive real-time Sibor and SOR data from a market data vendor will also be required to pay end user fees of US$5 each per month.

SIBOR is up a tiny bit compared to SOR.
3-month SOR is at appx 1.13% vs 3-month SIBOR 1.0%
SOR do frequently trade below SIBOR in recent years

I interpret that when we allow SOR widen the gap (higher) against SIBOR,
policymakers wants to slow down the hike in SIBOR as much as possible and at the expense our SGD strength against USD.

It makes sense:
- Higher SIBOR hikes to defend SGD will bust many singaporeans' taking property loans
- Weaker SGD can make us more competitive and limits retrenchment in the currency war.
- We also need to make SGD a little weaker because it is too strong compared to regional currencies

I risk oversimplifying for the sake of simplifying
