一周內，全台就有三所學校的學生踩到退場地雷，求助無門。
五月底，教育部核定高美醫護管理專科學校停辦的計畫，今年八月，高美醫專全面停招，預計六月底將學生安置完畢，上週末才辦完最後一場畢業典禮。
去年就曾被教育部下最後通牒，要全面停招的亞太創意技術學院也轉型不成，董事會在上週五決議停辦。而台南市康寧大學在新學年度只剩下兩個系所，引發學生無法順利原校畢業的擔憂。截至目前為止，全台還有近10所學校面臨退場與否的爭議。去年底，教育部首度公布攸關全台大專院校退場轉型的全校註冊率指標，一旦新生註冊率連續2年6成以下，及全校學生人數在3000人以下（不含宗教學院）者，加上各項指標，像是欠薪、財務狀況等，確定學校辦學績效不佳，就會列入輔導名單。
以註冊率和全校學生數交叉比對，去年註冊率低於6成，且學生人數不到3000人的學校有台灣觀光學院、南榮科大、華梵大學、和春技術學院、蘭陽技術學院、高美醫專、台灣首府大學及崇右科大等8校，今年度若這些學校註冊率再次低於6成，就確定跌到淹水線下，亞太跟高美顯然只是高教倒閉潮的起點。
四年後，大一新生將不到20萬人，隨著喊了多年的少子化海嘯，這些地雷也一一現形。但為什麼這些已在名單內的大學，仍舊無力回天，甚至毫無預警停辦？

其中亞太無預警停辦，掀起軒然大波。亞太師生群情激憤，北上教育部抗議，要求教育部拒絕核准停辦計畫，不願具名的黃老師指出，校內仍有數百名學生需要開課，教職員大多數未安置，甚至校務會議也未擬定計畫，沒有實質討論，違反《教育部輔導私立大專校院改善及停辦實施原則》第11條。
四年前，高鳳、永達無預警倒閉，學生不知何去何從。曾經承諾不會讓永達、高鳳劇碼重新上演的教育部，這次再度面對亞太師生求助無門的困境與抗爭。亞太倉促停辦，引發師生對於教育部放手讓財團把持校產利益的質疑。高教工會不止一次批評，怡盛集團像是「教育禿鷹」，入主亞太卻無心辦學，只等待退場後校產處置的龐大利益。面對這些怒吼，教育部只回應，會盡量保障學生原校畢業。但因學校已無資金，是否能提供好的教學品質，還得打個問號。
事實是，去年亞太就已經被要求全面強制停招，隨後教育部又允許復招的窘境，不到一年即面臨倒閉命運。「學生繳錢進來唸書唸到一半，教育部一直配合董事會都在騙學生，」黃老師憤恨不平地說，今年初，學校決議採取台灣觀光學院的停招模式，重新整頓學校，沒想到竟是整間學校要退場。

去年，行政院通過的「私立大專校院轉型及退場條例草案」，仍躺在立法院裡等待三讀通過。前幾年永達跟高鳳無預警倒閉，技職司司長楊玉惠坦言是因為當年私校退場制度不完善，導致學校操作空間大，後續會用更嚴格的制度與機制監督學校轉型、退場但「體質不好的學校已經進了加護病房，再多說什麼都來不及，」私校工會理事長尤榮輝分析，因為廣設大學，私校浮濫導致惡性競爭，所以退場對台灣高教是好事，問題在於配套有沒有做足，從師生權益到退場機制是否圖利財團，都需要一一檢視。

「我們知道亞太退場是不可逆的事實，我們也願意轉職，只是應該按照合法的程序，不能廉價送給財團，」黃老師激動不已，語氣愈顯高亢，擔憂過往努力招生撐起來的學校，成為「禿鷹集團」的囊中物。「絕對不可能讓董事會在退場後有任何利益可圖，我可以保證，未來沒有任何政府會讓董事會在土地處分後拿回任何一毛錢，」楊玉惠說得斬釘截鐵，強調教育部對私校管制只會更嚴格。
私校退場條例草案還躺在立法院裡，教育部次長姚立德去年十二月信誓旦旦的宣言言猶在耳。但從永達、高鳳、高美、台觀到亞太，每一間學校，不管是掙扎著苟延殘喘，或是無預警倒閉，最終受害的，都是學生的受教權和國家競爭力，再不妥善處理因應危機，也難解這多年的沉痾。

四年前，高鳳、永達無預警倒閉，學生不知何去何從。曾經承諾不會讓永達、高鳳劇碼重新上演的教育部，這次再度面對亞太師生求助無門的困境與抗爭。亞太倉促停辦，引發師生對於教育部放手讓財團把持校產利益的質疑。高教工會不止一次批評，怡盛集團像是「教育禿鷹」，入主亞太卻無心辦學，只等待退場後校產處置的龐大利益。面對這些怒吼，教育部只回應，會盡量保障學生原校畢業。但因學校已無資金，是否能提供好的教學品質，還得打個問號。
事實是，去年亞太就已經被要求全面強制停招，隨後教育部又允許復招的窘境，不到一年即面臨倒閉命運。「學生繳錢進來唸書唸到一半，教育部一直配合董事會都在騙學生，」黃老師憤恨不平地說，今年初，學校決議採取台灣觀光學院的停招模式，重新整頓學校，沒想到竟是整間學校要退場。

去年，行政院通過的「私立大專校院轉型及退場條例草案」，仍躺在立法院裡等待三讀通過。前幾年永達跟高鳳無預警倒閉，技職司司長楊玉惠坦言是因為當年私校退場制度不完善，導致學校操作空間大，後續會用更嚴格的制度與機制監督學校轉型、退場但「體質不好的學校已經進了加護病房，再多說什麼都來不及，」私校工會理事長尤榮輝分析，因為廣設大學，私校浮濫導致惡性競爭，所以退場對台灣高教是好事，問題在於配套有沒有做足，從師生權益到退場機制是否圖利財團，都需要一一檢視。

「我們知道亞太退場是不可逆的事實，我們也願意轉職，只是應該按照合法的程序，不能廉價送給財團，」黃老師激動不已，語氣愈顯高亢，擔憂過往努力招生撐起來的學校，成為「禿鷹集團」的囊中物。「絕對不可能讓董事會在退場後有任何利益可圖，我可以保證，未來沒有任何政府會讓董事會在土地處分後拿回任何一毛錢，」楊玉惠說得斬釘截鐵，強調教育部對私校管制只會更嚴格。
私校退場條例草案還躺在立法院裡，教育部次長姚立德去年十二月信誓旦旦的宣言言猶在耳。但從永達、高鳳、高美、台觀到亞太，每一間學校，不管是掙扎著苟延殘喘，或是無預警倒閉，最終受害的，都是學生的受教權和國家競爭力，再不妥善處理因應危機，也難解這多年的沉痾。
