You are right, Singapore wants to maintain the appearance of an orderly, law abiding society. As long as you are not one of the "elites" you have to follow the rules. A lot of migrants, if they are smart enough, will know this and will just treat it as a stepping stone. If you can get a' way with something and reach your financial goal sooner by doing so, why not? In Singapore, this mantra is more difficult due to the "inflexibility" of the system. What Singapore wants is rich foreign investor that treats it like a safe money haven. Think Monaco, F1, casino, Marina bay, Sentosa villa etc, I'm surprised that no MIWs have mentioned, " We will reach Monaco standard of living yet".

This is what many foreigners do not realise when they migrate to Sillipore-they are stiflying the future of their children.
Had this guy remained in PRC-he will probably bribe the cops and get away with it and maybe ended up rich.He could potentially be one of those who bring in bags of cash to buy a nice condo in Sillipore.

I 'm absolutely certain that most of these rich foreigner businessmen who overpay for their properties in Sillipore will not make it had they grew up and worked here.
Most of them got rich through cheating (the consumers),corruption,bribery,cronyism and connections and had they done the same thing here, they will be criminals.
But because they make their dirty money elsewhere, they and their families are invited as talents to Sillipore.

But in Sillipore, only one family (and their cronies) can make their own rules and get away with anything-thats the difference.
