Speaking at the Statesmen’s Forum at the Center for Strategic and International Studies in Washington DC, Dr Balakrishnan said Singapore was concerned the US might be at an "inflection point".
"From afar, we sense that perhaps the ground sentiment is shifting, that perhaps Americans are becoming wary of costly foreign interventions and even becoming increasingly suspicious of free trade," he said.
He also urged the US not to lose sight of its global leadership role as it heads towards the November Presidential election.
