Dry spells are more worrying than flash floods, said Minister for the Environment and Water Resources Dr Vivian Balakrishnan.
He commended the recommendations released earlier this week by the expert panel working to ease the waterworks, but added that the infrastructure should also cater to possible droughts.
He said: 'What is happening to the weather is greater variability. Days with intense rain, and that those days with intense rain may be increasing. It is equally possible, I feel, that there will also be dry spells,' he added.
So the panel's proposed methods such as detention ponds and green roofs can store water which will then be recycled to wash cars and streets, as well as water the plants. Singapore is fast approaching the dry spell of the north-east monsoon, which typically starts in February.
