Such a statement was made many many times on different occasions. Its is always referring to MCYS.

Since, PM LHL approved of the additional budget, I am curious if there were any "cut backs" in other ministries in that fiscal year, to make available and cover for the excess YOG spending? If so, what were those items? Or was there not?

Anyone can help to satisfy this query of mine?
