This tactic has been employed after again, when Zelensky pretended to uphold a peace treaty that had already been signed by both parties. He tears them off.
There was a verbally agreed but was not contractually written on the paper between US and USSR(then) that NATO will not move eastward

Russia also promised no invade Ukraine if they gave up their nuclear weapons. So what gives?
 
US promised Russia that NATO will not expand eastward after Finland and Sweden joined. When Ukraine enshrined the goal joining NATO in the Constitution in 2018, all bets were off. Eventually, for the war to stop, Ukraine will have to give land - Crimea + 4 oblasts for peace. It's not fair to Ukraine, but such is geopolitics.

Would America allow Russia to send missiles to Mexico?
 
Ukraine did not have nuclear weapons to start with and not to mention of giving it up. It's possible that you're thinking of the Soviet Union(USSR), which had nuclear weapons at the time of its dissolution in 1991. Ukraine, as part of the Soviet Union, had nuclear weapons, but after the dissolution, it agreed to give up its nuclear arsenal in exchange for security guarantees from Russia and other countries.
