A man has dived 7m from a balcony in Romania's parliament to protest cuts to his child's disability payments — and he has survived the plunge.

Father-of-two Adrian Sobaru, 40, climbed onto the balcony shortly before Prime Minister Emil Boc delivered an address yesterday.

As Mr Sobaru plunged headfirst, he was heard yelling: "Boc, you've taken away the rights of our children".

A loud thud is heard in the footage which captured the incident, which happened as politicians began voting on a no-confidence motion.

Local media report that Mr Sobaru was allowed into parliament because he works as an electrician at the national TV station.

He reportedly was upset because allowance payments for his autistic child have been reduced under the Boc government, which has presided over a continued decline in Romania's economy.

Austerity measures recently passed by the Romanian government have also resulted in cuts of up to 25 percent in civil servant pay and cuts in welfare allowances.

As emergency medical workers hoisted him out on a stretcher, Mr Sobaru was heard shouting "freedom" and "liberty and justice".

The aggrieved father wore a white t-shirt with a slogan written in Romanian: "You've pierced us. You've killed our children's future. Freedom."

Mr Boc later said the incident is a "tragedy that shocked" him and asked for calm "in these tough times", according to the Daily Mail.

The parliamentary speaker Mircea Geoana cancelled the parliament session after the jump.

Mr Sobaru suffered several injuries, including facial wounds, and is now in hospital awaiting surgery. Medical staff said he would also undergo psychological counselling.

Public is always allowed into any Parliament in the world at public gallery, including Singapore, first come first served, stop at fullhouse. Most are open galleries. However, a few years ago, Singapore Parliament erected glass panels to shield the main house from the public gallery. The Malaysian Parlimen public gallery is so open and close to the main house that I could have thrown a shoe at any MP or minister. However, Malaysian public admission screening is very strict, by MP approval and appointment only. Singapore public admission is quite easy, anytime Parliament in session, handover your IC, that's all.
