Yes. War can change the status. With regards to that particular war in Iraq, whose decision was it for war? US? or Iraq?
All other things being equal, it is unlikely the US dollar will lose its top dog position. There is growth in Chinese Yuan, there is strength in EU, there is even a lot of confidence in the BRICs economic grouping. But US will remain up there for still quite a long time. The state of the world's economy is dependent on US affairs, right down to their consumer spending trends, employment, building, blah blah. For all its faults, crap, and resentment against their imperialist ways, the world still looks to the US to lead because no one else is even a close second.

War can change ANY DE FACTO, that's they only way history being make. Saddam Hussain used to rule Iraq and that was the de facto then. War changed it, that is the STANDARD way.
