There is no effects after over abusing sanction, as it goes effects is not far from ZERO. In the past China was under lots of US sanctions, today it will be much more effective for China to sanction USA, than the opposite. Sanction Russia or NK or Iran would be similar.
NK made all these nukes under sanctions. The more sanctions, the bigger stronger nukes came out of NK.
