I think both countries don't have the ability to do so. S Korea isn't rich enough and Japan is deep in debt. Also unless they plan to contravene international laws like Iran and NK, they are NOT ALLOWED to have a nuclear program I'm sure you know only 5 countries officially including China are allowed to have nuclear weapons by UN. Then again you being a sinkie you might not know.

Well the UK is also an independent country. However if the US withdraws from Asia they will face a nuclearised North Korea. So die, die, they will have to spend $$$ to develop a nuclear deterrent. This will probably create an expensive arms race all over the world. Don't forget that the US forces is also in Europe & Trump may also want to cut back there.
