Consider you pass this round, since pap didn't mentioned it was caused by pmd this round and supported by the covid prints.

Problem lies with the power of the batt.
Small smart devices are unlikely to cause flat burn down. The most it just explode the user ear.
Pap have to ban EV and pmd if they doesn't want big fire.
Forget about controlling the type and certification of the batteries.
Pap is not capable to control this.
