TWO new ministers were sworn in yesterday while several other changes among political office holders announced by Prime Minister Lee Hsien Loong last week also took effect. At a solemn ceremony at the Istana West Drawing Room, President S R Nathan presided over the swearing-in of Mr Gan Kim Yong as Manpower Minister and Mrs Lim Hwee Hua as a Minister in the Prime Minister's Office.

Prior to this, Mr Gan was Acting Manpower Minister and Mrs Lim Hwee Hua was Senior Minister of State at the Finance and Transport ministries. Mrs Lim, who also became Second Minister at both ministries, is the first woman to be appointed a full minister.

The new ministers, both aged 50, received their letters of appointment from President Nathan before taking their oaths of office and allegiance. The 10-minute ceremony, followed by a reception, was witnessed by guests, including Prime Minister Lee Hsien Loong and the families of Mr Gan and Mrs Lim.

Mr Gan was accompanied by his wife Esther and their two daughters; Mrs Lim's family included her husband Andy, 51, their three children, and her father-in-law, Mr Lim Jit Ooh, 81. Mr Gan told The Straits Times in an e-mail yesterday that his immediate focus is to manage the economic downturn's impact on the labour market and help Singaporeans ride out the recession. He also said Singapore has to press on with longer-term issues, including re-employing older workers and implementing the Central Provident Fund Life national annuity plan. 'These will help to ensure that when Singapore recovers, we emerge stronger from the downturn to ride the upturn.' Mrs Lim, in a separate e-mail, said she felt 'very privileged' to be appointed and would do her best to help shape policies 'that will place Singapore in a strong position, not just when recovering from the downturn but also to sustain healthy economic growth for the years to come'.
