It was not like that in the past. If you came from an English school, you would have more than decent command of the language.

The problem is largely mitigated by the large number of private tuition available in the market. My kids are doing well in school thanks to a combination of studying in elite school and going for the best tuition money can afford. I am sure poorer parents are also doing the same.
