The European Union strongly prefers to implement sanctions to isolate Russia, rather than imposing tariffs. The EU is currently phasing out Russian energy imports, aiming to eliminate dependence by 2028. Imposing tariffs on Russia is deemed economically and politically unfeasible by the EU.
