Beijing has announced a series of measures that it plans to implement as a response to President Trump’s new import tariffs, in an escalating trade war between the US and China.
Despite repeated warnings from Beijing, on Thursday Donald Trump instructed US Trade Representative (USTR) Robert Lighthizer to levy tariffs on at least $50 billion of Chinese imports, accusing it of stealing American technology. The USTR was given 15 days to propose a list of products that will be targeted.

China immediately hit back, announcing that it plans to impose tariffs on US goods, which, last year, had an import value of $3 billion. China’s commerce ministry also threatened to take legal action against the US through the World Trade Organization “to maintain the stability of global trading rules,” hoping that a full-blown trade war can be avoided through dialogue.

“We intend to impose tariffs on certain US imports to balance out the losses caused to Chinese interests by the US tariffs on imported steel and aluminum,” the ministry said, according to Reuters.

“China hopes the United States will pull back from the brink, make prudent decisions, and avoid dragging bilateral trade relations to a dangerous place,” the ministry added.

“If a trade war were initiated by the US, China would fight to the end to defend its own legitimate interests with all necessary measures,” China’s US Embassy said, in a separate statement.

Overall, China’s commerce ministry is contemplating targeting 128 American products. Beijing first wants to impose a 15 percent tariff on American steel pipes, fruit and on wine imports, to a total value of $977 million, before introducing a 25 percent tariff on pork and recycled aluminum imports, worth $1.99 billion.

In the meantime, stock markets plunged on Thursday in a broad sell-off among investors who are fearing an escalation of a trade war between China and the United States. The Dow Jones Industrial Average sunk 2.93 percent (723.43 points), the its lowest closing value since February 8. The S&P 500 Index plunged 2.52 percent (68.24 points) at the close of trading on Thursday, marking its lowest level since February 9. In Asia, Japan's Nikkei tumbled more than 3 percent on Friday, to its lowest level since October 12.

　　新华社北京3月23日电（记者 闫子敏）外交部发言人华春莹23日在回答有关美国决定对中国输美产品采取限制措施的提问时表示，希望美方认真严肃对待中方立场，理性慎重决策，不要捡了芝麻丢了西瓜，既损人更害己。

　　在当日例行记者会上，有记者问：美国时间22日，美国总统特朗普在白宫签署对中国输美产品征收关税的总统备忘录。美国白宫国家贸易委员会主任纳瓦罗称，中国在美中贸易中的获益远高于美方，这意味着中方将很难作出对美进行报复的决定。你是否认同他的说法？

　　华春莹说，美方有关人士的话显然是有些“夜郎自大”，错判了形势，也完全低估了中方捍卫自身合法利益的决心和能力，以及美方为其任性妄为必须付出的代价。

　　“我们多次强调，中美经贸关系的本质是互利共赢的。一个很简单的例子是，美方通过大量进口源自中国的低成本劳动密集型产品，大大降低了美国消费者的消费成本，提升了‘消费者剩余’，实际上是改善了美国消费者的福利，在宏观上也有利于美国抑制通货膨胀。因此，无论从微观层面还是宏观层面，美方都是大大受益的。美方执意推进301调查并公布所谓裁定，挑起贸易战，无疑将首先直接损害美国消费者、公司企业和金融市场的利益。”华春莹说。

　　她表示，有关备忘录签署的消息一出，美三大股指立即全线下挫，这是金融市场对美方有关错误政策和行动投出的不信任票，也从一个侧面说明了国际社会对美方有关政策和举动的鲁莽和危险性的担忧。

　　“至于中方是否会对美进行报复，中方的立场已经说得非常清楚，传递的信息也十分明确。来而不往非礼也。我们会奉陪到底。希望美方认真严肃对待中方立场，理性慎重决策，不要捡了芝麻丢了西瓜，既损人更害己。”华春莹说。

　　此外，美国白宫声明称，中国通过参与并支持对美国公司进行网络攻击，以获得包括商业机密在内的敏感信息，同时，通过限制外国公司知识产权许可等手段强迫美国公司向中国大规模转让技术。

　　华春莹说，美方必须明白一件事，那就是美国的确是当今世界创新强国，但这不等于创新和知识产权只能是美国一家的“专利”。

　　世界知识产权组织去年底发布的《世界知识产权指标》报告显示，中国国家知识产权局受理的专利申请量超过130万件，超过了美国、日本、韩国以及欧洲专利局的总和。这份报告还指出，中国有望在未来3年内成为全球第一大国际专利申请国。

　　“中国正坚定实施创新驱动发展战略。大家都看到，中国在高铁、量子通讯、电子支付等领域都已处于世界领先水平。”华春莹说。

　　华春莹指出，中国的创新成就一不靠偷，二不靠抢，而是13亿多中国人民靠智慧和汗水奋斗出来的。中方希望美方对此有清醒认识。美方可以对中国的科技发展进步感到担心，但动辄无端指责，借题发挥，这不是作为世界第一大国应有的度量，也是中方不能接受的。

　　中美两国建交快40年，双边经贸关系越来越紧密。商务部数据显示，2017年，中美双边货物贸易5800亿美元，增长232倍；服务贸易1200亿美元；双向投资累计超过2300亿美元。

BEIJING — China announced Friday that it planned to impose tariffs on $3 billion worth of American-produced fruit, pork, wine, seamless steel pipes and more than 100 other goods, hitting back at the United States hours after President Trump proposed tariffs on about $60 billion worth of Chinese-made products.

The Chinese Ministry of Commerce issued the threat in an online statement that said its proposed measures retaliated against the Trump administration’s earlier decision to impose tariffs on Chinese steel and aluminum. The timing, though, also appeared to be a warning shot against Mr. Trump’s latest action on the trade front, on Thursday, when he took specific aim at a much wider range of Chinese products.

The Chinese tariffs would “balance out the losses sustained by China through the United States’ increased tariffs on steel and aluminum imports,” an unnamed Commerce Ministry spokesman said in the statement. “China urges the United States to resolve China’s concerns as soon as possible, resolve bilateral differences through dialogue and consultation, and avoid damage to the broader array of Chinese-U.S. cooperation.”

Under the planned Chinese countermeasures, American-produced fresh fruit, nuts, wine, seamless steel pipes and other goods would be the first to get hit, by 15 percent tariffs.

If Beijing feels it is necessary, another group of American-made goods would then draw 25 percent tariffs, including pork, which is a lucrative slice of United States exports to China. The statement said businesses and other parties had until March 31 to submit views about the retaliatory tariffs, meaning they would take effect only after that date.

“We do seem to be entering a trade war,” said Eswar Prasad, a senior professor of trade policy at Cornell University. “The U.S. has unsheathed its sword after an extended period of saber rattling and the Chinese are now unsheathing their weapons.

“I hope this will not spiral into a very broad set of sanctions on both sides,” Mr. Prasad added. “But I think, given Mr. Trump’s instincts and his very keen desire to deliver a political win whatever the political fallout might be, I don’t think it can be tamped down now.”

In announcing the planned tariffs, the Commerce Ministry said China would also “take legal action within the framework of the World Trade Organization.”

The announcement, however, did not mention Mr. Trump’s latest round of tariffs aimed at Chinese-made goods, which the White House said Thursday was punishment for China’s use of pressure and intimidation to obtain American technology and trade secrets.

Notably, too, the list of 128 products that could be affected by Chinese tariffs did not mention soybeans, smartphones or other electronic products, leaving open the possibility that they would be hit by another wave of Chinese retaliation in reaction to Mr. Trump’s latest tariffs, or set the stage for negotiations to avert a trade war.

China’s ambassador to Washington, Cui Tiankai, said on Thursday that Beijing would retaliate against those tariffs on about $60 billion of Chinese goods.

“We do not want a trade war with the United States or with anybody else, but we are not afraid of it,” Mr. Cui said, according to Xinhua, the official news agency. “If somebody tries to impose a trade war upon us, we will fight. We will do whatever we can to defend the legitimate interests.”

The $3 billion worth of goods that Beijing plans to penalize represent just about 2 percent of U.S. exports to China, which amounted to $130 billion last year, according to Chad Bown, a senior fellow at the Peterson Institute for International Economics.

“It’s not devastating economically by any stretch, but it’s certainly going to hurt those interests in the United States that are trying to export,” Mr. Bown said. He pointed out that the retaliation by China sends “a negative signal, that they are not seeking to de-escalate things.”

Experts say that China picked its targets carefully by choosing goods that have political resonance. Much pork is produced in Nebraska and elsewhere in the Midwest, where Mr. Trump has strong support. Other items that could face tariffs are fruits and nuts that mostly come from California.

【文/观察者网 徐蕾】“我们当地的谷仓(运营商)一下午都在接电话，农民都希望今天就出售他们的粮食。”在贸易战阴影下，陷入恐慌的美国豆农无奈地向媒体透露了他们的处境。

当地时间22日，特朗普给中国开出近600亿美元的“罚单”，酝酿已久的中美贸易战一触即发。可是没想到，这记打向中国的关税“大棒”，却砸中了自家人。

在美国国内，从科技界到服装业农业，从分析师到农民，反对声不绝于耳。美媒分析称，特朗普的关税政策，实际上影响的是曾经支持自己的选民。而在目前的情况下，他曾说的“能轻松打赢贸易战”，恐怕就成了幻影。

“中国的反击将针对特朗普的票仓”

《华盛顿邮报》22日分析，在这场贸易战中，最受伤的恐怕是美国的农民和沃尔玛顾客。他们曾是特朗普的主要支持者，可是没想到，当初投出的选票，一年多后就伤到了自己。

报道称，特朗普的关税政策会造成两方面的影响：

很多商品的价格会上涨；中国会回击，增加美国进口产品的关税。

首先，在美国的店铺，“中国制造”的标签无处不在。而关税就意味着美国人要付更多的钱买这些商品，这对低收入的家庭影响尤其大。

彼得森国际经济研究所的高级研究员波恩（Chad Bown）说：“我们从中国进口的很多东西都是为了满足沃尔玛的消费者需要，如果你开始提高衣服等商品的价格，低收入家庭会受到影响。”

其次，中国的回击也是美国担心的。23日早晨，我国商务部发布《商务部关于就美国进口钢铁和铝产品232措施及中方应对措施公开征求意见的通知》，拟对美国128项进口产品中止减让关税，并征求意见。

《华盛顿邮报》称：“所有迹象都表明， 中国的反关税政策将针对支持特朗普的美国部分地区的商品和就业。”

大豆和谷物是美国对中国的第二大出口物。

大豆所在的10个州，特朗普曾在选举中拿下8个，可是如今，特朗普恐怕是伤透了美国豆农的心。

有分析师表示，几乎可以肯定的是，中国的回击主要针对美国农业，特朗普的政策伤害了他自己的大本营，这会给他的中期选举带来影响。

这样看来，特朗普的关税“大棒”似乎打到了自家人的身上。

报道称，最好的结果是，双方最后回到谈判桌，但是，这一场贸易冲突的影响却是长远的，增加消费者和美国一些行业和工人的痛苦。

美国《华尔街日报》称，中国公布的名单上的产品都是“小角色”，真正重要的大豆和高粱等美国农产品并不在列。但也有分析认为，这只是中国反制措施的第一步。

而关于中国回击的恐慌，早已在美国农民中蔓延，尤其是视中国为最大市场的美国大豆行业。

美国印第安纳州ABC57网站称，印第安纳州的豆农们表示，“印第安纳州豆农害怕贸易战”，中国对美国农业的报复将带来灾难性后果。种植大豆的农场主斯泰恩坎普说，对中国报复的恐慌情绪正在美国整个农业中蔓延。

美国大豆协会会长约翰（John Heisdorffer）说：“我是来自爱荷华州的一个农民，有人妨碍了我最大的市场，那真是令人沮丧。

我们每年需要向中国出口1460亿美元的大豆，中国是我们最大的客户。”

“是美国的农民投票让特朗普先生入主白宫的。所以，下次选举会很有趣，不知他们是否会继续支持他。”

爱荷华州是美国大豆产量第二高的州，据悉，该州大豆协会首席执行官柯克·里兹本周正率领代表团，在中国广东省湛江市进行访问，期间与美国驻华大使布兰斯塔德会面。

他表示，一直关注中美之间的关税政策，此行也向布兰斯塔德表达了担忧。里兹说：“爱荷华大豆协会也意识到，美中之间的确存在贸易不平衡现象。我们的希望是，美国和中国进行更有意义的对话，这样我们可以避免贸易战带来的破坏性影响。”

与豆农相似，饲养和销售生猪的农民也主要分布在美国中西部地区，这是特朗普在2016年赢得了大选的主要地区。

国会的共和党人虽然同意特朗普的做法，但是他们也担心这会让自家后院起火。

《华盛顿邮报》称：这是一场赌博。共和党的未来可能最终落在了中国和全球企业的手中，这些企业决定了提高多少价格以及裁员的幅度。

对比一下中美贸易战涉及领域，一个“农业国”（美国）向“工业国”（中国）发起了贸易战……结果，自家农民慌了。

美国成衣及鞋业工会主席里克（Rick Helfenbein）在23日告诉CNBC：“

关税，是你无法打赢的战争。”

他说，这一计划主要针对的是科技领域的产品，而中国政府在科技行业的优势胜过华盛顿。贸易关税的增加可能会对他的产业造成沉重打击。

反对特朗普关税政策的商会及企业还有很多。早在特朗普还未签署针对中国的关税政策的酝酿阶段，他们就发出了反对的声音。

18日，美国45家贸易协会联名致信特朗普，敦促“特朗普政府不要征收关税，并与商界合作，为保护美国就业和竞争力找到有效，但有分寸的解决办法。”

其中包括美国商会、全国零售联合会、信息技术产业理事会、美国服装和鞋类协会，以及美国国际商务协会，代表苹果、谷歌母公司Alphabet、耐克和沃尔玛等品牌。

19日，包括沃尔玛、百思买和梅西百货等在内的24家大型零售商联名致信特朗普，敦促他不要对从中国进口的商品征收巨额关税。

他们在信中表示，任何附加的广泛关税，都会惩罚美国的工薪家庭，导致他们的家庭基本用品，例如衣服、鞋子、电子产品和家居用品等价格上涨。

另据美媒消息，苹果、谷歌、IBM公司CEO周末前往中国，参加中国发展论坛年会，以寻求更大商机。

以史为鉴：小布什只坚持一年多

很多人将特朗普政府的行为，与2002年小布什政府来类比。

当时，美国对法国、韩国、日本和澳大利亚等28个国家和地区，提出钢铁产品的反倾销起诉，并随后对大部分进口钢材，征收8%到30%的进口关税。

而这样的行为，引起了世界各国的贸易报复，其中，来自欧洲的反应尤为强烈。

2003年12月，迫于全球贸易伙伴和国内钢铁消费业的压力，美国总统布什宣布取消了仅仅实施了一年多的进口钢材关税。

而这样的贸易保护周期，对于股市的打击，是显而易见的，美股、美债收益率和美元指数，都呈现下挫。

美国历史上这样的例子不少，1983年7月，里根政府对大量外国生产的钢铁产品提高关税以及进口配额，导致随后30天的标普500指数下挫4%，而更加大规模的贸易冲突还可能在更长期来看，为经济带来打击。当前，也有不少的争议，认为美国在80年代，与日本和德国之间的贸易纠纷，可能加剧了1987年的股灾。

崔天凯：视情作出其他反应

中国驻美国大使崔天凯23日做出回应后，当天接受美国彭博电视台采访，再次表态。在谈及中美经贸关系时，崔天凯表示，中方不想同任何一方打贸易战，仍在努力避免贸易战。但如果有人执意要打，我们将坚决反击。

他表示，中国商务部已发布了针对美国进口钢铁和铝产品232措施的中止减让产品清单并征求公众意见，我们还将视情作出其他反应。

针对美限制中国企业在美投资，崔天凯表示，这种做法在经济上和政治上都毫无意义，到头来只会损害美国各州、市、县的利益，减少老百姓就业机会，最终伤害美国整体经济，这对任何人都没有好处。

针对中美两国政府是否就经贸问题开展了对话协商的问题，崔天凯表示，中美合作拥有良好的潜力和前景，关键是双方应采取合作和建设性的方式处理问题，通过对话协商解决两国间可能存在的争论和分歧，对抗性的方式对各方都不利。事实上两国政府正在进行对话，因此我们对美方在此时采取单方面行动感到不解。对美贸易的大额顺差并不符合中方利益，中美在促进两国贸易平衡上是有共识的。我们应从具体产品和具体领域着手来实现这一目标，而不是随心所欲提出一个数字，这无济于事。中方愿意更多从美进口，但美方做好增加对华出口的准备了吗？

针对美方指控中方窃取知识产权、强制技术转让，崔天凯表示，美方指控没有依据。商业交易都是你情我愿，中国法律保护知识产权，没有任何法律法规强制外国企业转让技术。如果有企业认为自身知识产权受到侵犯，应该向中方提供切实证据，诉诸中国法律解决，中方愿意提供帮助。在没有证据的情况下，劈头盖脸加以指责的做法是行不通的。

针对美对进口钢铁和铝产品采取限制措施对中国的影响，崔天凯表示，中国不是美最大的钢铁和铝产品进口来源，中国对美出口的钢铁和铝产品仅在美进口额中占一小部分。许多国家都存在产能过剩问题，去产能需要各方共同努力，而不应只盯着中国一家。事实上，中国在过去几年中大幅削减了过剩产能，其它国家也应这样做。中方一直致力于维护多边贸易体系，不希望这一体系受到破坏。

针对美限制中国企业在美投资，崔天凯表示，这种做法在经济上和政治上都毫无意义，到头来只会损害美国各州、市、县的利益，减少老百姓就业机会，最终伤害美国整体经济，这对任何人都没有好处。

当被问及中美经贸关系是否会影响两国在朝核问题上的合作时，崔天凯表示，这是两个不同的问题。但如果两国间基本互信受到损害，可能会影响到在具体领域的合作。我们将视美方的行动决定我们的下步举措。
