媒体报道指出,在德拉的反对派向政府投降前,美国曾提醒反对派:美国不会为反对派在德拉地区的战斗提供军事支持。

德拉市内约有2000多名反对派武装人员。有反对派成员透露,俄罗斯此前警告反对派领导层不要前往北部伊德利卜省,因为该省将成为政府军的下一个进攻目标。

There are more than 2,000 opposition armed personnel in the city of Dera. Some members of the opposition revealed that Russia had previously warned the opposition leadership not to travel to the northern province of Idlib because the province would become the next offensive target of the government.

In 2011, as the “Arab Spring” swept the Middle East, many young people in Dera painted anti-government graffiti on the walls of local schools and were subsequently arrested by the authorities.

The incident triggered a large-scale demonstration of local people and demanded that Syrian President Assad implement political reform. The government’s violent suppression of the protesters sparked a national protest and demanded that Assad step down. As the conflict intensified, the opposition, supported by the United States and other Western countries, began armed conflict with government forces. Thousands of displaced Syrians are heading home after rebels and the government reached a Russian-brokered ceasefire in the south after more than two weeks of fierce bombardment.
Calm reigned over the region on Saturday as the two sides finalised the ceasefire deal, according to the Syrian Observatory for Human Rights, a Britain-based monitoring group.
Under the agreement announced on Friday, opposition fighters will hand over territory in Daraa, a southern province near the Jordanian border.
"People have started to return to their homes since yesterday" from the Jordanian border, Observatory chief Rami Abdel Rahman said on Saturday.
"More than 20,000 people have set off for home so far, heading to areas for which an accord has been reached in the southeastern Daraa countryside," he said.
But others "are scared to return to regime-controlled areas, fearing their children will be arrested," Abdel Rahman said.
More than 150 civilians have been killed in the government bombing campaign on Daraa since 19 June, the Observatory says, and trust in the government does not run high.
Daraa is seen as the cradle of the uprising that sparked Syria's seven-year war, and the government retaking full control of it would be a symbolic victory for President Bashar al-Assad, the AFP news agency reported.
The Russia-backed government offensive in Daraa has displaced more than 320,000 people since 19 June, according to the UN, including tens of thousands who fled south to the sealed border with Jordan.
Jordanian response
Ayman Safadi, Jordan's foreign minister, said in a tweet on Friday that the return of the tens of thousands of displaced Syrians in southern Syria is the kingdom's top priority and he had discussed "practical guarantees" with concerned parties.
"Securing the return of our Syrian brothers to their homes and ensuring their security in their country leads our discussions with all the parties," the tweet read.
"We have discussed practical guarantees to achieve their return," Safadi said, adding it was the international community's responsibility to push for a political settlement of the crisis.
The UN has called on Jordan to open its border.
Jordan, which is already hosting some 650,000 Syrian refugees, has refused so far, citing a combination of security and economic pressures, the Reuters news agency said.
Osama al-Homsi, 26, told AFP he was hesitant to return to his hometown of Jeeza in southeastern Daraa after the deal.
"Of course I support the agreement to stop the fighting and bloodshed," said Homsi, who sought shelter from the bombardment in a field to the south of Daraa city.
"But what is frightening is that it comes with no UN guarantees ... The Russians and the Syrian regime offer no safety," he said.
Only when it is clear the ceasefire has really been implemented and "if we are guaranteed that no one will pursue us, will we want to return," Homsi said.
Friday's deal follows a string of similar accords with rebels for other areas of Syria, which have seen the government retake more than 60 percent of the country, according to the Observatory.
It caps a series of government victories nationwide since Russia intervened in 2015 on Assad's side, including for the former rebel bastion of Eastern Ghouta outside Damascus earlier this year.
Brutal crackdown
Under the accord, rebels are expected to hand over their heavy weapons, while those who reject the agreement will be bussed with their families to opposition-held areas in the north of the country, state media has said.
An Islamic State group affiliate, which holds a small pocket in the southwest of Daraa, is excluded from the deal.
Government forces will also take over "all observation posts along the Syrian-Jordanian border," state media said on Friday, hours after the government regained control of the vital Nassib border crossing with Jordan.
On Saturday, an AFP correspondent saw Syrian army forces and Russian military police deployed at the crossing after more than three years under opposition control.
One of the arches of the key frontier post was damaged, mangled metal wires sprouting from the concrete structure.
The agreement is expected to be implemented in stages, rebel spokesman Hussein Abazeed said, first for eastern Daraa, the provincial capital and then the west of the province.
More than 350,000 people have been killed and millions displaced since Syria's war started in 2011 with a brutal crackdown on anti-government protests.

South Syrian rebels agreed to give up arms in a Russian-brokered cease-fire deal on Friday, rebel sources said, surrendering Daraa province to the government in another major victory for Syrian President Bashar Assad and his Russian allies.
The Syrian government recovered the Nassib border crossing with Jordan, held by rebels for three years, state media reported, after an assault in insurgent territory along the frontier backed by Russian airstrikes.

A state television correspondent said the rebels had agreed to hand over heavy and medium weapons in all the towns and cities included in the surrender deal.
Rebel sources said Russia would guarantee the safe return of civilians who fled the government offensive in the biggest exodus of the war, with 320,000 people uprooted.
Seven years into the war, which has killed hundreds of thousands of people, Assad now commands most of Syria with his allies' help, though most of the north and a chunk of the east remains out of his hands. The presence of Turkish and U.S. forces in those areas will complicate further gains.
As Assad seeks victory, there seems little hope of a negotiated peace, with 6 million Syrians abroad as refugees and 6.5 million more internally displaced.
Russia has been at the forefront of the Daraa campaign, both bombing and negotiating with rebels who were told at the start of the offensive to expect no help from the United States.
Assad's next target in the southwest appears to be rebel-held areas of Quneitra province at the frontier with the Israeli Golan Heights, where fighting between insurgents and the government escalated on Friday.
Israel said it had targeted a Syrian army post in response to errant mortar fire that hit a frontier buffer zone in the Golan area.
Government advances in Daraa since mid-June had brought large parts of the province back under state control.
Taking back the Nassib crossing paves the way for Assad to reopen a trade artery vital to his hopes of reviving the Syrian economy and starting to rebuild government-held areas.
Russian guarantees will also be extended to rebel fighters who wish to "settle their status" with the government – a process by which former insurgents agree to live under state rule again, the rebel sources said.
Rebels who did not wish to come back under Assad's rule would leave for the insurgent stronghold in northwest Syria, they said.
It echoes the terms of previous opposition surrenders, but according to rebel sources, they also secured a concession that some government forces would withdraw from the area.
They added that Russian military police would deploy instead of the government forces, which will be supported by local forces overseen by Russia.
The deal is to be rolled out across rebel-held areas of Daraa in phases, but there is no timeline as yet, said Abu Shaima, spokesman for an operations room for rebels under the Free Syrian Army banner.
The initial phases will cover the area along the border with Jordan, rather than the parts of northwestern Daraa around the city of Nawa, he said, noting that Syrian and Russian jets had pummeled towns across the southwest and villages near the border crossing.
Most of the hospitals had shut down amid the destruction in insurgent territory, which now barely had access to water or electricity, he said.
Several witnesses along Jordan's border fence with Syria said they saw a convoy of over a hundred armored vehicles and tanks with Russian and Syrian state flags, along with hundreds of troops near Nassib.
Assad's Iran-backed allies are also fighting in the campaign, defying Israeli demands they keep out of the border area. Hezbollah is helping lead the offensive but keeping a low profile, pro-Damascus sources said.
Both Israel and Jordan, which beefed up their borders, said they would not let refugees in, but distributed aid inside Syria.
The U.N. refugee agency has urged Jordan to open its borders to the fleeing Syrians. The Norwegian Refugee Council has called this the largest displacement of Syria's seven-year war.

Why is the fall of rebel-held Deraa so significant?
The city has both strategic and symbolic importance. It is a provincial capital and is close to the main crossings on the Jordanian border. It is also where the Syrian uprising began in March 2011.
Pro-democracy protests erupted there after the arrest and torture of some teenagers who painted anti-government slogans on a school wall, inspired by the "Arab Spring" revolutions in neighbouring countries.

When the government used deadly force to crush the dissent, protests demanding President Assad's resignation erupted nationwide.
The unrest spread and the crackdown intensified. Opposition supporters took up arms, first to defend themselves and later to rid their areas of security forces.
The violence rapidly escalated and the country descended into a civil war that has left more than 350,000 people dead and displaced 11 million others.
What led to the rebels surrendering in Deraa?
South-western Syria had been relatively calm in the past year because of a "de-escalation" agreement brokered by the US and Jordan, which support the opposition, and Russia, a staunch ally of the government.

But Mr Assad set his sights on regaining full control of the region after defeating rebels in the Eastern Ghouta, outside the capital Damascus, in April.
Troops and allied militiamen, backed by Russian warplanes, advanced swiftly after launching an offensive just over three weeks ago.
Intense air, artillery and rocket strikes weakened the rebels, who were informed by the US that it would not intervene militarily on their behalf, and prompted more than 300,000 civilians to flee their homes and head towards Jordan and the Golan.
When the Jordanian and Israeli government refused to open their borders, the UN warned of a humanitarian crisis. It said living conditions at the makeshift camps for the displaced were dire, with many people lacking adequate shelter and regular access to clean drinking water and healthcare.

Dozens of rebel-held towns and villages agreed localised truces before the main rebel factions opened negotiations with Russian mediators on a wider deal.
Last week, after Russia guaranteed the safe return of displaced civilians and the evacuation to rebel-held territory in Idlib and Aleppo provinces of people who wanted to leave, rebels surrendered their heavy and medium weapons in the countryside east of Deraa city and the Jordanian border area.
On Thursday, rebels holed up in the south of Deraa city began discussions over their own handover with a Russian delegation, sources told Reuters news agency.
Is the fighting in the south over?
Pro-government and rebel forces have also been battling jihadist militants from an affiliate of the Islamic State group, which controls a sliver of territory adjoining the occupied Golan Heights and is not part of the ceasefire deal agreed with the rebels.

The Syrian Observatory for Human Rights, a UK-based monitoring group, reported on Thursday that members of the Khalid Ibn al-Walid Army had seized the rebel-held village of Hait overnight, despite Russian and government air strikes targeting their positions on Wednesday.
IS news outlets claimed that militants had also captured nearby Khirbat Yali.
Meanwhile, the Israeli military attacked three Syrian army posts near the Golan frontier on Thursday, hours after it intercepted a drone approaching from Syria.

The Syrian Government has raised the national flag over areas of Daraa city that have been in rebel hands for years, a major victory for President Bashar al-Assad at the birthplace of the revolt against his rule.
State television said the army hoisted the flag near the post office, the only government building in the portion of the city that had been held by rebels since the early days of the uprising that began there in 2011 with large protests.
Government forces backed by Russian air strikes have recovered swathes of Daraa province in the past three weeks, advancing unopposed by Mr Assad's Western and regional foes into the strategically vital region near Jordan and Israel.
It marks another milestone in Mr Assad's efforts to recover control of Syria, where civil war is estimated to have killed hundreds of thousands of people and driven some 11 million people from their homes.

The campaign in the south-west is now expected to target rebel-held enclaves at the frontier with the Israeli-occupied Golan Heights.
Israel signalled it would not impede the offensive, even as it struck Syrian army posts near the frontier in retaliation for a drone incursion.
With critical help from Russia and Iran, Mr Assad has now recovered most of Syria.
'Cradle of the revolution'

After recapturing East Ghouta, the Syrian regime has its sights set on the last southern rebel enclave of Daraa. Will victory there be the final act of the Syrian war?


Anti-Assad rebels still control a chunk of the north-west, and the north-east and a large chunk of the east are controlled by Kurdish-led militia.
As Mr Assad pursues military victory there appears to be little hope of a negotiated peace, which Western governments say is needed to bring stability and encourage refugees to return.
Heavily outgunned, rebels in parts of Daraa province reached an agreement to surrender territory last week.
In Daraa city, rebels are still in talks with Russian officers to secure safe passage out, rebel officials said.
A senior Russian military delegation entered the rebel-held area of the city on Thursday and began negotiations over its handover to state rule, rebel officials and a witness said.
A rebel official told Reuters negotiations were proceeding smoothly, with the Russians so far abiding by the terms of the deal, under which rebels would hand over weapons, and fighters who do not wish to live under state rule would be evacuated.
"Everyone is committed to the agreements," said rebel official Abu Jihad, adding rebels had already begun handing over their heavy weapons.

Two armoured vehicles with senior Russian officers entered the devastated old city and began talks with commanders from the Free Syrian Army (FSA) on implementing the terms of the deal.
One rebel official said fighters hoped the Russians would keep a pledge to maintain a permanent Russian military police presence to protect civilians and former rebels who stay.
The southern rebels were once armed as part of an aid program run by the US Central Intelligence Agency and backed by Mr Assad's regional foes including Saudi Arabia.

The Syrian government has retaken control of Deraa, the city described as the cradle of the revolution against Bashar al-Assad, as the president reasserts his authority across much of the country.
State television broadcast live footage showing residents cheering on Thursday as the Syrian flag flew in the central square for the first time in years, marking a big symbolic victory for the regime.
Deraa and surrounding villages in the south-west were among the first to rise up against Mr Assad in 2011. But in recent weeks, towns in the area have fallen one after another in the face of a government offensive backed by an intense Russian bombing campaign. Russian military police were some of the first government-allied forces to enter Deraa on Thursday, reported Reuters.
Russia’s intervention backing Mr Assad in 2015 turned the civil war in the government’s favour and it now controls most of the country.
“We are giving the political process a chance. If that doesn’t succeed, we have no other option but to liberate it by force,” Mr Assad said about the southwest, in an interview with Iranian channel al-Alam News, published on Sana, the Syrian state news agency.

The rebels have been driven from all their urban strongholds, often after enduring weeks-long sieges and bombardment. Idlib, in the north-west, is the last sizeable area under rebel control.
Government-allied forces had surrounded Deraa for days and the estimated 2,000 rebels inside the city had little hope of fending off the army’s advance. They were left with no choice but to strike a deal.
“If it was up to us fighters, we would not have surrendered,” said Jihad al-Masalma, a fighter with the Free Syrian Army in Deraa.
“We were ready for the confrontation but . . . the eastern countryside was handed over [to the regime] a few days ago. We found ourselves surrounded from all sides.”

The region is particularly sensitive because of its location bordering Jordan and the Israeli-occupied Golan Heights. It had been relatively quiet since the middle of last year when the US and Jordan, who backed the Syrian opposition, reached an agreement with Russia to create a “de-escalation zone” to stem the fighting. But Mr Assad and his allies launched the offensive last month.

Many families have returned home but the World Health Organization pleaded on Thursday for access to the more 200,000 that remain displaced. It is not clear when they will be able to return home. Some families may be nervous to return to their towns now under government rule, fearing arrest for supporting the rebels that have governed for years.
“The deal was struck at the expense of our people’s blood and our children’s remains,” said Mr Masalma, the defeated fighter in Deraa. “My father and seven cousins gave their souls for this land, all for nothing.”
Rebels in the south still hold a pocket of territory along the buffer zone with the Golan Heights. Isis controls a dozen small villages close to the border with Jordan.

He went on to compare any potential involvement in Syria to the Vietnam war, an almost 20-year-long conflict where the US invaded Vietnam to overthrow the communist forces there, and was ultimately defeated despite military superiority.
"NATO should know that their presence in the region would be the presence in a bog, and there's no way to get out of that bog except through shame. If they don't believe that, let them come and see," Velayati said.

US ‘unworthy of negotiations’
Iran has been antagonized by the US over the presence of its military advisers assisting the Syrian government in the seven-year-long conflict. Ending its involvement is one of the demands Washington has voiced for renewing talks on the agonizing 2015 nuclear deal between Iran and the West – but it's not something Iran is willing to bargain over.
"We didn't ask the US for permission to go into Syria, and their threats won't make us leave. Our presence in Syria and Iraq is due to requests from those countries' legitimate rulers," Velayati said.
After Trump's withdrawal from the nuclear deal Tehran sees no sense in talking to him.
"We don't want to negotiate with the Americans. We don't need it. We don't think this administration, Mr Trump and his representatives, are worthy of talking to. Those people violate the Iran-related commitments established by the UN Security Council, they can't be trusted," Velayati said.
He added: “Why should we talk to them? So they can make unfounded statements, and then issue propaganda claims that they tried to talk to Iran?"
Iran and the remaining signatories of the deal – the UK, France, Germany, Russia, China and the EU – have been working hard to salvage the agreement after Washington's withdrawal. All parties are prepared to go the distance without the US, Russian Foreign Minister Sergey Lavorv recently said.

很早就传出消息,库尔德武装在跟叙利亚政府谈判,库尔德武装并没有推翻阿萨德政权的打算,仅仅是要求保持高度自治,类似伊拉克的库尔德控制区,在无力消灭被美国支持的库尔德武装的情况下,叙利亚政府改变了此前武力进攻的策略,事实证明,叙利亚政府从谈判中获益颇多,不仅有望接收叙北部重镇拉卡,而且可以与库尔德武装分享石油收入,至于分多少,双方还在谈,此外,库尔德武装还允许叙利亚政府在其控制区征兵,以解决叙军兵源匮乏的问题。
