A 30-year-old Singaporean man was sentenced to 12 weeks' jail on Nov. 26 for sneaking into a women's toilet at Pasir Ris West Plaza and secretly filming female users.

Toh Jia Meng, who was a florist at the mall, faced two charges of voyeurism.

According to Shin Min Daily News, he pleaded guilty to one charge and the other charge was taken into consideration during sentencing.

Started watching illicit recordings of women

Citing court documents, Shin Min reported that Toh began watching illicit recordings of women in February 2023, and decided to film his own videos in November that year.

On Nov. 16, 2023 at around 9pm, Toh entered the men's toilet at the mall before slipping into the women's toilet.

A 27-year-old woman was using one of the stalls when he entered the adjacent cubicle.

Charge sheets seen by Mothership stated that Toh then started recording on his phone and slid his phone under the gap between the cubicles to film the woman secretly.

The woman, who was squatting to use the toilet, spotted Toh's phone and realised she was being recorded.

She immediately got dressed and confronted Toh, knocking on his cubicle door.

Lied to the woman and deleted the video

According to Shin Min, Toh refused to respond, which prompted the woman to call her colleague for assistance.

Toh eventually opened the cubicle door, but claimed that he had entered the women's toilet as he needed to use the toilet urgently and all the men's cubicles were occupied.

The woman recognised him as an employee of the mall's flower shop and alerted the police.

Fearing the consequences, Toh deleted the video before officers arrived.

However, investigations later revealed he had secretly filmed 19 other women in the toilet between Nov. 12 and 16, 2023.

There was no evidence that the videos were distributed.

When reporters from Shin Min visited the flower shop on Nov. 28, it appeared to be operating normally.

Both staff members and nearby shopkeepers stated that they were unaware of the incident.

Has a one-month-old baby

During mitigation, the defence lawyer told the court that Toh had a child who was only one-month-old, and added that his wife was still recovering after childbirth, Shin Min reported.

He said Toh was remorseful and was the family's sole breadwinner, and he hoped that the judge would give Toh a lighter sentence.

However, the prosecution argued that Toh's actions were premeditated and highly intrusive, pointing out that he had filmed victims' private parts.

They added that Toh had filmed a total of 20 women in the span of five days and also attempted to delete evidence.

As such, they sought a jail term of four to five months.
